Rear Toe Questions...

I am going to finish sorting out my rear suspension this weekend
(maybe)--I've just replaced a suspension bracket to get the camber set,
now I'm waaayyyyy out on toe.  I recall reading in (Triumph World?) that
one should not add/remove shims from the inner bracket to adjust toe. 
Anyone have experience/ideas on why/why not?  I was just going to move
shims between inner/outer bracket to adjust toe, but...

As a further aside, now that the camber is set, one rear tire is
definately sticking out further than the other...how precise were these
things initially?  It looks like the body isn't square with the frame,
though the PO did do a 'frame-off' several years ago.....
