I found the solution to the front brake no fluid problem. I removed the
bleed screws completely and discovered that both were filled with "crud"! I
used a stiff wire and brake cleaner to get them opened up and was able to
bleed the brakes with no problem. She is back on the road with a hard high
brake pedal.
Thanks to everyone who responded with ideas!

Did you replace the rubber brake hoses? If not and they are original...there
could be an internal obstruction or breakdown of the interior hose wall. ...
a flap breaks loose and won't let the fluid past.. or the hose is
constricted somehow. I would replace all the rubber brake hoses and then
rebleed the system. Also check for mashed rigid lines and blocked (choked
with rust, etc) bleeder screws.

The PWDA is only a warning system...it illuminates when the one of the
systems (either front or back) fails.
