When I redid my door panels, I didn't worry about the condition of the hanging
plastic and just taped some heavy plastic sheeting to the area behind the door
panel. I actually used the sheeting that the new panels were shipped in from
Moss.

I was wondering the same, especially since all that remains of mine are a
few stray pieces of plastic.

My guess is to keep water/moisture from the interior door panels.
