John---It really seems that your speedo is not calibrated right. Fourth
gear in either the Celica or Triumph tranny is a 1:1 ratio. This should
return an indicated speed of 62mph at 3000 rpms. 
While different-than-stock tire sizes and differential gear ratios can
affect the true speed of the vehicle, neither have anything to do with
the relationship between the tach and the speedo.
