I've done exactly what you want to do. For example, on the frame cross-tube
in the engine compartment, I used POR 15 basically as a primer, then applied
Chassis Black over it. The piece was off the car of course. The result is
gorgeous -- the chassis black looks like powder coating when dry, but be
careful because it runs easily. I applied the same process to my vacuum
booster and some other parts, as well.
Before applying the POR 15, I sandblasted and wirebrushed to remove most of
the old paint and rust. I then cleaned thoroughly with Marine Clean (POR 15
product) and PRE paint prep (Eastwood product). I applied 2 coats of POR 15
(satin black), let it dry completely (actually, only about a day). Since it's
fairly thick, it filled in most of the pits and scratches. Then, I roughed up
the surface a little with fine scotch-brite and applied 3 coats of Chassis
Black.
It came out really nice, and hasn't chipped, flaked, or peeled (yet), about 2
years later. But, it also has not been exposed to the elements, and I have
driven the car only about 600 miles or so since I did it.
FWIW, I used the tie-coat primer on some other parts, and found it not to be
all its cracked up to be -- while it seems to mostly stick to the POR 15,
paint does not stick very well to it. And it is a pale blue-gray color that
requires a lot of coats of dark paint to cover. And, it doesn't flow very
well (lots of brush marks, unlike the POR 15), The rough-up methods seems to
work much better.
I have not tried Eastwood's Rust Encapsulator.

Anyone have any experience with using the POR-15 Chassis Coat Black on
top of the POR-15 rust encapsulator paint AFTER the POR-15 has hardened?
More than several days I guess.
I called the POR-15 site tech help and they kind'a say that you must use
their tie coat primer over the POR-15 if it has hardened, before you use
their Chassis Coat Black. But then they kind'a hedge on it, saying well
it'll probably work to use the Chassis Coat Black directly on top of the
hardened POR-15 rust encapsulator (the POR-15 semi-gloss is a couple of
weeks old). Sometimes I get they feeling they try to sell you one of
everything they have.
Anyone have any experience with using Chassis Coat Black directly over
the POR-15?
Also, what about the Eastwood Rust Encapsulator and their Chassis Coat
Black. They don't seem to mention the hardening time limitations, and
the POR-15 guys seem to think that Eastwood's Chassis Coat Black will
work on top of POR-15 and visa-versa. Feels like POR-15 trys to sell me
one of everything until I start talking about using Eastwood
competitor's products and then suddenly everything is compatible with
everything else.
Gets real confusing.
