Walt,
Sounds like a poor ground connection. Loose or dirty or both.
The ground from the horns (black wires), should go to a "lucar" style
connector, and attach to a small "tab" welded to the valance just under
and inside of the front grille opening. It is notorious for just what you
described.
You also may want to check your engine ground, and battery cable
connection, it sounds as if you have a bad connection or some corrosion
hiding there as well.
There should not be any difference grounding to the metal of the engine,
and the battery terminal (-) itself.
