Tom,
I had the standard sheared-head bolts when I rebuilt the steering column in
a 73 TR6.  One of the prior owners obviously had problems based on the
gorilla actions evident on the outer cover of the column in that area.  To
get things out, we loosened the whole steering column unit, turned it
sideways, slotted the bolt heads with a dremel and unscrewed them with a
screwdriver.  You will quickly notice that a normal hex head cap screw will
not fit.  If you don't need the "anti-theft" screws, find a full service
fastener dealer and buy the appropriate size allen head cap screws and
matching lock washers.  They are a perfect fit for that small space.  
p.s. Mine were not metric.
