Question

I'm ashamed to admit that the metal just underneath 
the grille of my '74 TR6 is showing rust; serious
rust.  Can that piece be replaced?  This is in
addition to the hole in my right fender down "you know
where".
Are these insults within my clutzy capabilities to
repair? Or is it best to let a professional do it.
