Ken,
My experience has been that it is a contact problem between the fuse and the
fuse holders in the fuse block. Clean the connections in the fuse block and
wiggle the fuse around when installed and see if they work.  Also might check
the spade terminals on the outside of the fuse block. Years of corrosion will
take it's toll and connections won't be all they are cracked up to be.
