The Wolfsburg plant was not realistically bomb-proofed.  It was the
inability of regular HE bombs to disable or destroy industrial machinery
which guaranteed its survival -- this, and the creativity of the workforce
in keeping the plant operational.  For instance, large sections of the roof
were blown off, and the workers simply covered the holes with tarps.  These
were not replaced until 1947 or '48.
