Not necessarily. It depends on what caused the change. If you change
from hydraulic to gas shocks and everything else is kosher (no change in
spring perch locations), then your car will sit higher and the ride
height change will be legal. This is specifically addressed in the
rulebook. The reverse - changing from gas to hydraulic shocks, which
will reduce the ride height - is also legal.
