It's up to the competitors to enforce proper classing. If someone is
misclassed, the "official" way of handling it is to file a protest,
which would be heard and ruled upon by the protest committee.
In practice, it generally only happens like this at "big events", such
as Divisionals, National Tours, Pro Solos, or National Championships.
At smaller events, a brief discussion over the rulebook usually
resolves the problem easily and smoothly.
