M2 STU?

A Local driver around here runs a 2.3 litre ///M powered 2002tii  This is a 
sedan and has 4 seatbelts and less then 3.1 litre, I told him I think it is 
eligable for STU under the current rules if I am correct.  since it is a in 
family swap, STU also allows him to run his 9" wheels and body flairs, 
otherwise this car is in e-mod and E-mod is no place for a daily driver on 
R-1's AM I correct?
