I can't help with a dealer but the "drive out reg" in Calif is handled thus;
The dealer can get a permit that allows them to take the vehicle to a border
location at which point you take possession. You, as the buyer, are not
allowed to operate the vehicle within the state prior to delivery.
This will allow you to avoid state tax and DMV fees.
