Well, it's a good blanket rule, but I'm not sure it works.

Would a 1 second burnout trigger it? A 3 second burnout? 10 seconds?

I could see how it would cover a case where the green flag is waved, and
the driver goes through a gap in the cones before the lights, does a
series of donuts, drives back in through that same spot, and then goes
for the course.

But is there really anything wrong with a prolonged burnout at the flag?
Or a burnout and a serious zig-zagging to warm the tires, followed by a
bit of reverse, followed by a real launch?

I'd be willing to bet any event chair or SSS would lay down that
one in a
        hurry.
