Wouldn't it be :

opposite/hypotenuse = sine of theta
so ....opposite is in inches of toe, hypotenuse is 1/2 the tire diameter
(radius) , and theta is your degrees of toe....

So,
# of inches divided your tire radius is the sine of the angle in degrees?
