I've looked into this myself and didn't come up with much. There are apparently
some regions doing this with success, but they seem mostly dependent on
having a memeber with appropriate electronic skills to support the effort.

- I seem to recall that one of the major tips to making this work is
getting a good antenna design to maximize range. Ramsey can supply
these as well. Most of their kits normally are in the low-power
unlicensed category and will probably carry 2-300 feet it seems -
likely good enough for a paddock/grid area. Antenna setup and design
will affect this dramatically.
Also, power supply is critical. Direct feed from a clean 12 volts is
essential for best operation - the low power kits will run on 9v but
range is adversely affected.
If you already have a PA with line outputs adding the transmitter
should be painless - use them in parallel. If you need to acquire a
mixer than costs go up.
