I guess you tried putting in a brake proportioning valve between the master 
cylinder and the front brakes ?  I suppose you could install a valve between 
the front and rear brakes, thus really getting full range of tuning ?

I would hesitate to diminish any braking ability by cutting brake pads, 
although an interesting method.
