IIRC, cone penalties ARE factored into TTOD just as they are with anything
else. I am guessing the reason you make the statement below is because you
set the fastest scratch time of the day but took out (a) cone(s).
Therefore, the first part of your statement is false. I cannot verify the
second part of it, as I do not handle scoring.
