You'd have to ask them.  One reason I've heard given for a windows down 
rule is so that the driver can hear commands from course workers or the 
timing trailer.  Since drivers are given explicit instructions on what 
to do when VISUAL emergency signals are given, no instructions on what 
to do when people yell random directions at them, and there's no 
guarantee that a driver "in the zone" will register any noise from 
outside the car anyway, I tend to reject this explanation.  But that's 
probably just me.  I personally run with the window down because I can 
hear the various car noises better.  If it's raining I just crack it an 
inch.
