Darrell,
The little packets of grease are to line the dust caps to prevent dirt
from getting into the cylinders.  If you do not have enough for all
of your dust caps I suggest getting some girling rubber grease from
a local parts house.  This grease can significantly increase the
life of your rebuilds.  Remember not to touch the rubber parts with
your fingers as the oil will deteriorate the natural rubber faster.
I dip my fingers in clean brake fluid or wear disposible gloves.
