SU HS-4 carb questions...

My 1275cc Moke has a HS-4 and when I disassembled it, I noticed some resin-like
deposits at the bottom of the float chamber.  I scraped a little off (not easy)
but left the remainder in there.  Is this anything to worry about?  Would it
be worthwhile buying some carb. cleaner spray or petrol treatment?
 
When should a carb. rebuild be undertaken (ie. if it seems to be OK, should I
bother replacing gaskets etc.)?  I think I damaged the rubber gasket between
the float chamber and the tube to the jet (it leaked immediately after I first
ran the engine, but I stopped this).
