        I went through a similar no title for my 74 Midget. I bought the
        car with the wrong title, the ## did not match. I knew this before 
        I bought the car. The seller provided a document from the police 
        that the car was not hot, but I could not reg. unless I had 
        the title. I went to the Dept of Motor Vech. and they ran the 
        vin # and found that the last owner was in NJ and provided the
        name and address. I am in Upstate NY. After reg. letters returned
        and about 5 months. of no luck, I called the main office of DMV
        and explained the problem. I sent them all of the docs that I have
        on the car, police reports both NY and NJ, returned letters not 
        delivered etc. and they sent me a new title in my name.
        Total cost about $30 and 6months worth of crap.

        Good luck. By the way in the end I feel it was worth the effort.
