John,

Since your car just runs hot at idle or in traffic, a fan should help.
In theory, a puller is more efficient than a pusher, though more
difficult to mount. A good shroud around the fan is important, to make
sure that the air is coming through the radiator and not around it. I
can't remember if Bs have a fibreboard shroud at the sides of the
radiator, but this made a huge difference on my 4A; you can fab one up
out of aluminum.

Think about replocating the oil cooler so it doesn't block the radiator
- put it below, or to the side...
