Garage Pits

W. Ray Gibbons asks why on earth garage pits might be
illegal...

My understanding was that it is a safety issue - many flammable
and explosive fumes (like gasoline...) are heavier than air
and will tend to accumulate in said pits.  Sparks then tend
to send garage roofs skyward - not to mention the damages to
the owner who was in the pit at the time....
