Can't this be summarized as a design flaw?  At least the cost of replacement
isn't too bad.  Thanks for all the advice.  I'm just getting rolling this
morning and will try jumping the ammeter-I'm sure that is the answer.

That's right all the power flows through the ammeter as I found out when I
restored my car and well . . . I had to get another ammeter!
