IMHO - starting from bare metal:
first clean the metal with a wax and grease remover

prep the steel with a metal prep like OSFO or other.  You wipe / brush it
on, let it sit the recommended time, then hose it off.

let it dry thoroughly then apply a thin coat of an epoxy primer as a base
bonding agent

proceed with a lacquer based primer filler, block sanding with a sanding
board to smooth everything out.  Alternating coats of light and dark primer
will assist in finding high & low spots during sanding - changes in level
will show up as stripes.  The epoxy and lacquer primers are compatible with
any top coat you decide on.  Be sure you have a good volatile organic
respirator.

Use "Body Icing" to fill / blend any minor imperfections - this is a self
curing cream filler that uses a hardener and sands easily

wax and grease remover can be wiped on at various stages to check surface
smoothness - the wet surface shows what a high gloss paint will show.
make sure you have plenty of LIGHT on your work surfaces.
