I've never had any luck trying to remove the front cover without damaging
the head gasket, but that's usually a situation where the engine has been
run for a long time and the gasket is thoroughly cooked in place.

I'd go ahead and drop the oil pan. It's easy enough to do. The oil pan bolts
are only torqued to about 3-5 lb/ft, while the head bolts are at 65 lb/ft,
so there is likely to be more pressure from above than below.

The front cover has to come straight off because of the studs for the water
pump, so easing the pressure from the head should help. You might also want
to remove the upper timing chain tensioner so the chain is slack, too.

Here's what the arrangement looks like:

I'm betting the problem is not the timing chains anyway, unless something
has fallen down the front cover and has jammed up somehow. If that isn't the
problem, you should plan on pulling the engine out and disassembling it.

The front cover gasket is actually two pieces, one on each side, and they
are paper gaskets, not cork. I think the oil pan and float bowl gaskets are
the only cork gaskets on a U20.
