Do you have the BB in there? If so, I bet I bet I bet the BB is corroded
and no longer perfectly smooth. Any corrosion in there, on the BB or on
the seat that's part of the cylinder body, and you won't achieve a seal.

There's a speed bleeder that will replace the bleed screw, if that really
truly is the problem.

But it's that corroded BB.

Hint: To get the BB out, take a steel nail and a magnet. Place the
magnet on the nail. That makes the nail magnetic. Now use the nail to
poke into the hole and attract the BB. Lift out gently.
