Larry,

There are a number of things to check on the dash regulator.

First, it must be grounded to work properly.

Second, if the two wires connected to it are reversed the gauges will 
move up, then drop to zero and stay there. If they are connected 
correctly the gauges will slowly move up and possibly drop a bit, but 
not to zero.

If you have a volt meter you can connect it from ground to the 
yellow/red wire. It should be pulsing from zero to battery voltage. If 
it is staying at zero, the wires are probably reversed. The black/white 
wire should have battery voltage on it. These readings are with the key on.

The regulator should have a "b" stamped into the plastic bottom plate , 
next to one of the lugs. That is the lug where the Black/White wire 
goes. (This is by memory, but I do recall that one of the lugs is marked 
and I think it is the one that gets powered.
