The MAIN purpose for the Marine Clean is to DE-GREASE your surface.

If you've sent your panels to be stripped, they've removed the paint, etc. 
from the surface and the only remaining items would/could be finger oils and 
other light oils.  Simply prepare a solution of dishwashing liquid (Dawn, or 
some other GREASE CUTTING solution will suffice) and wash and rinse well. 
Allow to dry thoroughly and follow with the Metal Ready solution.

The KEY element in preparing a surface for POR is the Metal Ready solution. 
That is a phosphoric acid wash that gives the surface "tooth" for the POR to 
grip tightly.  Without the Metal Ready, POR will adhere, but nowhere near as 
well as with it.  If you were talking new sheet metal that had never had 
it's surface scuffed from it's original stamping date, it more than likely 
would NOT adhere.
