Usually a sticky cable. Over time, the spinning cable can damage the 
spiral-wrap cable shroudand cause intermittent snagging.

Take the cable off the speedo and trans housing, force lubricant into 
the cable housing at top/speedo end and let it flow by gravity down to 
the bottom/transmission end.
