You're talking about TR2-4 rocker arms here, which actually *have*
rocker arm bushings, right?

The first time I had to do this job, very early in my TR stewardship,
I was at the garage of a friend who has more money than time, and
more machine tools than most folks need (brand new Bridgeport, 
brand new Hardinge HLV lathe). 

So, of course, we made a tool! I still have it in my tool box - a 
piece of 6061 Al round that has a stepped diameter; the smaller
diameter is just under the diameter of the rocker shaft. With that and a 
good vice, it's easy. (We ended up reaming some of the bushes
to fit, anyway).

Sounds like a good time to put in a plug for Rocker Arm Specialists,
which is how I get this job done these days. They will rechrome,
grind and reassembly your rocker assembly for less than TRF wants
for a new shaft...
