Thanks to everyone for the information.  I think we know what we're going 
after.  Hopefully we can make some horsepower with this formula.

No combustion chamber work
only port matching no further than 1" into the head and intake manifold
.450" max valve lift at .000, no duration limit.
Stock rocker arms
11:1 max compression
valve seat angles are up for debate still
