Why the surprise?
A Spit 1500 prepped to the very edge of SCCA rules should be able to do
that.
Remember a Spit can spin to dizzying (relative to a TR 3~4) rpm.
RPM = BHP. (sorta)
There are 2 liter Honda street cars that pass all federal emmissions laws
that
make over 200HP.
