Bud,

When I had easy access to a plotter and cad, I just drew a circle and graduated 
with ticks at every degree and bold lines at 5 degree increments. Once plotted, 
I laminated the wheel. I've been using this "degree wheel" for 9 years now and 
it works great. Point of the story is you can probably  rig one up with readily 
available materials.
