Sounds like a short in the wiring that feeds through your steering column 
rather than the horns themselves, though Iâ??m not sure about your ohms 
question.  In my TR4A life, Iâ??ve seen it be a problem in a couple cars.  Just 
some odd ball short of the wiring.
