Hi Jim,
The fact that the spare relay made no difference is very pertinent. 
I would suspect that there is something causing excessive resistance on
the left front lamp circuit 
I would suggest that you attach another lamp or even just a test light,
between the #2 terminal of the signal relay and ground and see what
effect that has. If the test light flashes at the normal rate that would
confirm this theory.
It is also possible, but not very likely that there is resistance in the
circuit which energizes the left turn signal coil of the relay. This you
can check by taking a voltage reading at terminal #8 of the relay with
the left signal turned on. It should be very close to 12 volts.

Having some problem with my BT7 directional signals. The left turn
signal 
front lamp doesn't work all the time. It seem to go out after the right
or left 
signal is left on for an extended period almost like something heats up.
The 
right then works fine and the left rear flashes but very rapidly. When
first 
actuated the front left lamp flashes weakly one time and then goes out
and the 
rear flashes very rapidly. Changed to a spare relay and no change. Jim
