The nipples on short spokes from 60 spoke Dunlop rims are located behind
the tire bead. You will have to either break the bead or remove the tire to
replace these. Long spokes can be replaced without removing the tire.

The inside short spokes are difficult to tread past the other spokes. I
align them as closely as possible to their proper location and tap them home
with a plastic hammer. Be careful to keep the head angle facing the correct
direction. Once the spoke head is at the final depth in the hub the spoke
will rotate. This is a very tight fit.

Short spokes must have the nipple removed to start the thread. With the
nipple in place you will probably cross thread the spoke.

   Hope this helps
