Thanks, Yes, I know where it is, but have never seen a definitive description
how to set them.  I've always set them equally, so the it does not open the
throttle when the choke is not on, and opens the throttle a little when the
choke is on....

It has always worked for me with the HDs in the past, and since the problem I
am experiencing is with the chokes off, AND none of the manuals on the HS4s
describes the setting, I guess I can figure it isn't critical.

Once I get it sorted out, I may fiddle with it to get the best idle with the
choke on. -This time of year, it hardly ever requires choke anyway.

  I don't have an HS4 in front of me, but fast idle adjustment on most
  SU carbs consists of a little lever attached to the throttle shaft
  itself with a screw on it...typically if you screw it down it opens
  the throttle slightly, and screw it up it shuts it off.  The screw
  will typically touch another lever or cam that is connected to your
  carb's choke mechanism.  This is a picture (third picture down) which
  shows where it is on an HS4 for an MGB, for the healey it might be in
  a slightly different place:

  Just for your own understanding... the fast idle screw should not open
  the throttle any until the choke is engaged... you set standard idle
  using the throttle stop screw on an HS carb... which is seperate from
  the fast idle screw.
