Rich,
The stator tube wire harness from the steering column comes up to the centre 
area just under the bonnet latch mechanism to plug into the main harness. It 
is located and held near the middle of the X brace with a small barbed clip.

The horn wire leads originally were not very long and came out of the main 
crossover harness with only adequate length to reach the horns located on 
the brackets in the upper right and left just under the shroud. I wonder if 
the new harness you have may have longer leads than the originals.
If you have the original Lucas Altette horns simply cut the horn wires to 
the length needed and install as per normal, baring the end 1/2" or so and 
pushing through the bullet connectors that will in turn be held captive 
under the horn mounting rubber and plate.
