If you lay any sort of matte finish primer coating first, it will help
alot with adhesion. Zinc Chromate sounds like a good idea, it has
very favorable corrosion benefits.
Of course, the best thing to use is a marine epoxy paint, this will
not come off under any circumstance, the only downside is getting
epoxy paint off later... it will never come off!
