And if it was handled by email exchanges, it is "Fraud by Wire" which is
also a Federal offense. Seems to me the probable amount involved is
sufficient to interest the Feds.

Sounds like it's time to get law enforcement involved.  If this 
transaction went through the mail,
maybe the Postal Inspectors would take it on (doubt if any other agency 
would).
