Ken -

Drill a hole in the spigot top, tap it, then put in a steel dowel with a
threaded end (you can do it with a die if you want, or cut the head off a
small screw or bolt with a unthreaded shank).  The lever on the drain tap
should have been designed with steel from the factory, not brass... brass
just isn't strong enough to hold up to the strain.
