Mark,

The tapped plate can be clearly seen in the Anderson/Moment book, upper left 
picture on page 92. It is fastened through the forward most hole by a 1/4"NF 
x 5/8" flat head Phillips screw, the head being inside the cockpit (lying 
flush) and the shank coming out through the body metal, the shroud flange, 
the fender flange and into the 1/4" NF tapped plate. When the screw is 
tightened from the inside (before the cockit moulding is fitted) it draws 
all these layers tightly together.
