Michael,

It sounds to me like you need to make sure the blue (power) wire is attached 
to the correct terminal on the dip switch. If you have it attached to one of 
the output terminals (meaning one of the output wires will be attached to 
the input terminal) you will have continuity on only one circuit. when you 
activate the switch the power wire will be isolated from the other output 
wire.

If you look at the bottom of the switch it will appear that one of the 
terminals is between the other two. That is where the blue wire goes. the 
other wires can go on either of the other two terminals. One of the two will 
have continuity all the time and it will change when you activate the 
switch.
