On a new restoration I would certainly think that the tank would be clean, 
right?
Sounds like vapor lock.   Check the archives on that one.

On a fresh start up ,  readjusting your carbs is very common.   Raise your 
carb pistons like your
manual suggests and see what your engine does.  Then adjust accordingly.
