  These pressures are low, one would at least expect 50psi at 2500rpm on 
a hot healthy engine using 20W50.
Suspects are:
Bearings worn
oilpump worn
wrong or blocked oil filter
oil pump pick up blocked
oil pressure relief valve stuck or spring broken
oil pressure gauge faulty

Bleeding the oil gauge will not have any effect what so ever, pressure 
is pressure, whether from oil or air.
