I don't know why that washer is attached to the bracket, but notice the
difference in the ends of the bracket. The end opposite your washer is
shaped to fit down behind the top curve of the fuel tank better than if it
was turned over.

My BT7 strap bracket have what looks like am attached washer both have
one. Does it matter if its up or down, or am Xu missing a washer and it does
not matter
