It could also be a sunken or partially sunken float. If it is partially fuel
logged, it might not have enough upward pressure to shut the float valve
completely off. Easy enough to detect a fuel logged float by lifting out the
float and shaking it and there should be no liquid inside it.

You've probably already spent more time thinking about a way around removing
the lid than actually doing it, and in any case you'll want to see and know
what is actually going on in the bowl as it could be a multitude of things
ranging from debris, a worn pin, etc.
